English political thinking is much governed by the word "They." "They" are the higher-ups, the mysterious powers who do things to you against your will. But there is a widespread feeling that "They," though tyrannical, are not omnipotent. "They" will respond to pressure if you take the trouble to apply it: "They" are even removable. And with all their political ignorance the English people will often show surprising sensitiveness when some small incident seems to show that "They" are overstepping the mark. Hence, in the midst of seeming apathy, the sudden fuss every now and then over a rigged by-election or a too-Cromwellian Handling of Parliament.

「イングランド民衆の政治観を強く支配しているのは『あいつら』という語である。『あいつら』とは社会の上層部のことで、この不思議な権力者たちは、大衆の意に反することをいろいろとする。ところが、広く共有されている感覚としては、『あいつら』は専制的だけれども全能でないことになっている。『あいつら』は輿論の圧力に反応する。大衆が面倒がらずに圧力をかけた場合にである。そして、イングランドの大衆は政治について無知であるにもかかわらず、おどろくべき敏感さを示すことがよくある。そういうときには、何かしら些細な出来事からわかるようなのだが、『あいつら』が越権行為を働いているものだ。こういうわけで、うわべは無関心にとりまかれているのに、ときおり騒乱が突発するのである。不正な干渉がおこなわれた補欠選挙やクロムウェル式にすぎる議会操縦などに対してはそうなる。」
